TO: Members, State Board of Higher Education

FROM: Virginia L. Thompson, Secretary of the Board

RE: Notice of Public Meeting

At the October 17, 1996, meeting of the Board, President Herb Aschkenasy announced the formation of a Subcommittee on Engineering.

Subcommittee Membership: The Subcommittee is composed of the following individuals:
Tom Imeson, Chair, (Board Member)
Les Swanson, Jr., (Board Member)
Gail McAllister, (Board Member)
Two individuals from the private sector have been asked to participate in the work of the Subcommittee as well.

Since June of this year, the Board's Solution Team on Engineering, Academic Programs, and Industry Relations has been exploring the feasibility of a program to consolidate engineering into a single school with multiple locations. That Solution Team, under the leadership of Oregon State University President Paul Risser and Portland State University Provost Michael Reardon, is nearing the completion of their work and will be presenting their recommendations to the Board in November.

The Board also wants a process for examining alternative solutions to Oregon's engineering education challenge. The Engineering Subcommittee has been formed for that purpose and will, if appropriate, make alternative recommendations to the Board of Higher Education regarding how to resolve the need to increase engineering capacity in Oregon.

Only detailed written proposals that include goals, measurable outcomes, staffing, structure, and budget will be considered by the Subcommittee.

Ten copies of the proposal must be received in the Board's office no later than November 1, 1996, in order to be considered.

A public hearing will be held from 1:00 - 6:00 p.m. on Thursday, November 7, in Conference Rooms A & B, Sky Bridge level, World Trade Center, 25 W. Salmon, Portland, Oregon. The Subcommittee will meet prior to the Public Hearing for a working lunch at noon in the River Room, World Trade Center.

Only those who have submitted detailed written proposals will present oral testimony to the Subcommittee. Time will be allocated for discussion of the proposal with the Subcommittee.

The Board welcomes written comments on any of the proposals. These will be compiled into a report that will likewise go to the Board.
