Finance and Administration
Coleman Field Renovation, OSU
Oregon State University is seeking Board approval of a project to repair, renovate, and remodel the Coleman Field Baseball Facility. The project will completely revamp the existing ballpark for teams, spectators, and the press. The project will be entirely funded from private donations and gifts, which the University is actively pursuing.

Amendment to OAR 580-040-0035, Summer Session Fee Book (roll call vote required)
Fee rates and policies for summer session 1998 are summarized.

Amendment to OAR 580-021-0030, Vacation Leave (roll call vote required)
Board approval of this amendment to the Vacation Leave administrative rule would allow monthly accrual of vacation leave for OSSHE employees, with a six-month waiting period for new employees. The current vacation policy awards vacation leave in a lump sum once yearly.

Faculty Recruitment and Retention Funds
Staff recommends that the remaining available amount (approximately $3.2 million) of faculty recruitment and retention funds be distributed to campuses following the same guidelines used in the initial allocation of these funds, approved by the Board in September 1997.

Forest Research Laboratory Advisory Committee Appointments
One non-industrial woodland owner position and one public representative position are recommended by OSU President Risser.

Finance and Administration
Semi-Annual Audit Report
This report summarizes internal audit activity for the six-month period between July 1997 and December 1997. It also includes a status report on the 1997-98 audit plan.

Independent Auditor's Report
Deloitte & Touche, LLP, Independent Public Accountants, have concluded that the financial statements for fiscal year ended June 30, 1997, present fairly, in all material respects, the financial position of OSSHE, and they have issued an unqualified opinion.

First Quarter Report on Investments
This report of the Pooled Endowment Fund for July 1 through September 30, 1997, was prepared and will be presented by R.V. Kuhns and Associates, investment consultants.

Academic Affairs
Progress in Streamlining Program Development & Review; Enhancing Communications
This report updates the Board on progress being made in streamlining the academic program development and review process.
