Executive Committee Approves Temporary Tuition Surcharges
PORTLAND - The Executive Committee of the Oregon State Board of Higher Education met today at Portland State University
to take action on several items, including the approval of a temporary rule allowing campuses to assess tuition
surcharges for winter and spring terms.
Vice Chancellor Tom Anderes presented the report, which outlines amending the academic year fee book pertaining
to tuition surcharges (OAR 580-040-0040). The report included the timing of the surcharges and the details of the
surcharges campus by campus. (A copy of this report can be found at www.ous.edu, under the State Board of Higher

At their October Board Meeting the Oregon State Board of Higher Education gave authority to the Executive Committee
to approve the temporary rule. The full board will consider making the rule permanent following the outcome of
the January special election. If the voters fail to approve the income tax surcharge and if the legislature is
unable to close the revenue shortfall, the Oregon University System (OUS) will face another $26.9 million in cuts;
the System has already taken $50 million in cuts since the end of 2001.
In other action on Friday, the Executive Committee:
· Approved and forwarded to the full Board the approval of the Internal Audit Division Progress Report and
Plan.
· Discussed several items, including the current and projected budget status of OUS, the strategic agenda
of OUS and the Board, and the Board governance and organizational issues.
