PSU Honorary Degree Approved for Gen. Colin Powell

CLACKAMAS The Oregon State Board of Higher Education today approved a Portland State University recommendation to confer an honorary degree to retired Gen. Colin Powell when he visits Oregon in November.

"In addition to his distinguished military career, Gen. Powell has established a reputation as a humanistic leader for programs of benefit to children and youth," said Vice Chancellor Shirley Clark, who recommended the conferral on behalf of PSU.

The retired chairman of the Joint Chiefs of Staff will visit PSU on Nov. 16 to present the university's first Simon Benson awards. The awards will honor persons who have exemplified philanthropy and the Northwest spirit.

In other actions Thursday, the board:


  • Re-named an academic classroom building at the Oregon Institute of Technology in Klamath Falls for late State Senator Harry Boivin. Sen. Boivin, who died in March, played an important role in OIT's development and growth.
  • Approved an updated investment policy;
  • Adopted a permanent administrative rule that extends resident enrollment benefits to same-sex domestic partners. The rule is consistent with policy set by the Oregon Court of Appeals in a 1998 decision involving a case brought by employees at the Oregon Health Sciences University; and
  • Approved two master's degree programs: one in business information systems at Oregon State University and one in applied physics at the University of Oregon.
