Universities Offer $13.7 Million Increase for Classified Contract

EUGENE -- The Oregon University System has proposed giving its classified employees an additional $13.7 million in total compensation improvements during the next two years to settle a new labor contract with the Oregon Public Employees Union.

The total was disclosed today in a final cost estimate submitted by the Oregon University System to the Oregon Employment Relations Board. Today is the deadline for both sides to submit final offers and cost estimates to ERB under the declaration of impasse.

The union declared impasse Aug. 4.

"We've been disappointed by the inability to reach settlement," said Bob Bruce, OUS spokesman. "We think our offer to improve both salaries and benefits is significant. It would give employees what amounts to a 6 percent salary increase in the current biennium. Plus, it increases the health benefit contribution to more than $5,640 per employee per year."

OUS' written offer proposes a 2 percent salary increase upon ratification of a new contract, and additional 1 percent increases on December 1, 1999, and January 1, 2001. It also adds $38 to each step of the classified salary schedule on March 1, 2001, and a $470 per month fixed health benefit contribution through 2001. Additional selective salary increases are proposed in 22 job classifications.

The increases are being proposed as part of an extended contract agreement. OUS has proposed a four-year contract term with a limited re-opener for the third and fourth years. The compensation increases would only be for the first two years. Any increases in the 2001-2003 biennium would be determined by other contract provisions and negotiations.

OPEU represents about 3,600 classified workers on the seven Oregon public university campuses. The employees work mainly in the clerical, skill, service, professional and paraprofessional areas.

The former contract between OSU and its classified employees expired June 30.
